Office of the Prefect. “To avoid issuing securities, each beneficiary may be given a receipt for the amount of their entitlement, plus the average interest rate for a loan amortizable over 7 years, i.e., 21%”… Etc. Further on, reference is made to the law of April 21, 1871, and to compensation for landlords”… Enclosed is a letter, Paris, April 10, 1874, to a colleague (1 in-8 page with the letterhead of *L’Économiste Français*), concerning “my brief speech at the Economists’ last dinner”…
