Describes his participation in the Zionist Congress in Basel. Excerpts from his letter of August 26: "I returned to the 'Stadtcasino' (Congress venue) where two flags of the kingdom or the Jewish people are displayed: it's a bit childish but touching all the same when you see the effect on the poor slaves arriving from Russia and Romania...". Extracts from his letter of August 28: "Herzl read his speech, which was quite beautiful, but the bureau was reappointed by acclamation, I was reappointed vice-chairman, as I was last year, then we had a squabble - already - about the rules, finally at 11:15 Herzl gave me the floor; I was greeted, as I was last year, with shouts and trepidation... I spoke for almost an hour... at the end, a storm of bravos, the people around me lifted me up, despite my pleading...". Extract from his letter of August 28: "In this afternoon session, Herzl committed his first major error, which frightened me because I believe it to be fatal... He stubbornly refused to give a public account of the "sekel" or taxes received and expenses. He says it's because he doesn't want to reveal our relatively small membership. As if it were a disgrace to be so few in the situation we're in! Poor Herzl's blindness will prove fatal. Extracts from his letter of August 27: "At 10 a.m. I had the announced visit of M. Ussischkin, who stayed for more than an hour to speak to me very seriously on behalf of the Russian Jews who are dissatisfied with the Vienna Action Committee. I feel traps at every step...".
