Ordinance issued by Laurent Basset, Lyon's Lieutenant General of Police, to prohibit the launching of balloons without prior authorization, since "several Citizens launch daily, in the City & Fauxbourgs, Balloons, or Aerostatic Machines, [...] often poorly constructed", including one launched on November 16 from the Place des Terreaux, which fell on fire on a house... It is necessary "to prevent that one does not abuse so cruelly a discovery which can one day become very-useful"...
