NAPOLÉON I (1769-1821). P.S. "Bte" at the head of a note for Conseiller d'État Réal, Paris 25 ventôse XII (March 15, 1804); 2pages in-4 on paper with vignette of the Grand-Juge and Minister of Justice.
Concerning the distribution of letters addressed to prisoners accused of conspiracy. It is suggested that, in order not to infringe on the inviolability of the secrecy of letters entrusted to the post office, arrests and the prison where the accused is held should be reported to the Commissaire central près les postes [Lavallette]; letters would be taken to this commissaire, who would have the letters forwarded to the prison concierge; the post office would thus be validly discharged from the secrecy of correspondence. As for the concierges, they were given precise orders. The First Consul had Bourrienne draw up an apostille, which he signed: "Je prie le Citoyen Lavallette de me faire connaitre son opinion sur l'objet contenu dans ce rapport".
