In a statement of intent published at the beginning of the volume, the editors wished to "publish monthly, in a small in-32 volume, a Revue critique et plaisante de tout ce qui se fait à Strasbourg, a sort of Courrier-Strasbourg, in which we would talk, but in a completely independent way - which we can't do in a newspaper serial, to whose spirit we must bow - about theater, concerts, art exhibitions, mores, literature, local chronicles, miscellaneous events, everything in fact ; anything that gives rise to permissible, decent and honorable criticism. "
