In a text of intention published at the beginning of volume, the editorial staff wishes "to publish monthly, in a small volume in-32, a critical and pleasant Review of all that is done in Strasbourg, a kind of Courrier-Strasbourg, where one would speak, but in a completely independent way - what one cannot make in a newspaper serial, to the spirit of which one must bend - of the theater, the concerts, the exhibitions of arts, the manners, the literature, the local chronicle, the miscellaneous facts, of all finally; of everything that gives matter to a permitted, decent and honorable criticism. "
