He studies the establishment of the airfields and the rescue grounds, the equipment to be used (Caudron and Couzinet aircraft), as well as its maintenance and overhaul, the number of engines, the operation of the network, the frequency of air services, the necessary ground and flight personnel, the organization of the three centers: Algiers, Casablanca, Tunis, and also the financial cost, taking into account the receipts and possible subsidies.
